Dubai Residents to Get New Housing Option as Flow Gets Regulatory Green Light

Branded residential operator gains UAE approval to launch managed communities in 2027.

Residents in Dubai and Abu Dhabi will have access to a new model of managed residential living by early 2027, after Flow, a major operator of branded residential communities, received regulatory approval to operate in the United Arab Emirates.

The Dubai International Financial Centre (DIFC) issued Flow a Commercial Licence, clearing the path for the company to pursue residential development and management projects across the UAE. The licence matters to prospective residents because Flow’s model centers on wellness, lifestyle quality, and what the company describes as community-oriented living, rather than conventional property management. Flow plans to launch its first UAE communities in Dubai and Abu Dhabi during the first quarter of 2027, and is currently in active discussions with potential partners across the country to develop additional projects beyond those initial launches.

The approval follows Flow’s entry into the broader region in 2024, when the company acquired approximately 1,000 residential units in Saudi Arabia and scaled its presence there rapidly. Today, Flow manages and develops a portfolio of 8,500 residences valued at $2.5 billion, positioning it as one of the largest residential real estate operators in the Mena market.

Flow was founded in 2021 with backing from Andreessen Horowitz (a16z), a venture capital firm that invested $350 million in the company, the largest single investment in a16z’s history. The company is headquartered in the United States.

Salmaan Jaffery, Chief Business Development Officer at DIFC Authority, pointed to the company’s integrated approach as the draw. “Flow’s expansion into the UAE underscores DIFC’s position as the preferred platform for globally ambitious companies operating across real estate and investment sectors,” Jaffery said. “We look forward to supporting the company as it scales its platform and partnerships across the UAE.”
