Dubai’s ports and airports handle millions of tonnes of cargo each year. A new joint venture called SHIFFT, formed between Dubai Future Foundation and autonomous vehicle technology company Oxa, is now targeting exactly those environments, with a first commercial deployment set for before the end of 2027.
The public stake is direct. Ports and airports are the arteries through which goods reach residents and businesses across the emirate. Improving the safety, efficiency, and reliability of those facilities has everyday consequences for supply chains, consumer prices, and the workers who operate heavy equipment in fast-paced, high-risk settings. Autonomous systems, if successfully deployed, reduce the exposure of human operators to the hazards of complex industrial environments while keeping cargo moving without interruption.
SHIFFT will develop and test next-generation autonomous systems designed specifically for port and airport operations. The venture combines autonomous driving capabilities with data collection, analytics, and operational intelligence. Critically, the technology is designed to integrate with existing industrial vehicles and equipment rather than requiring wholesale replacement of current infrastructure, a practical consideration that limits disruption to ongoing operations that the public depends on.
The initiative sits within Dubai’s Research, Development and Innovation (RDI) Ecosystem, a government-backed framework established to help public and private organizations advance emerging technologies. That institutional support matters: it provides the regulatory and operational context within which rigorous testing and validation can take place before autonomous vehicles share space with human workers at scale.
Khalifa Al Qama, Chief of Dubai’s RDI Ecosystem at Dubai Future Foundation, described the effort as central to the emirate’s economic strategy. “The initiative is designed to accelerate the adoption of intelligent logistics technologies, create new economic opportunities, and reinforce Dubai’s position as a global logistics hub,” he said. The work directly supports the Dubai Economic Agenda D33, which aims to double the emirate’s foreign trade by 2033, a target with broad implications for employment, trade access, and public services funded by economic growth.
Meanwhile, Paul Newman, founder and CEO of Oxa, pointed to the operational benefits for the people and systems that rely on these facilities. “The partnership would help accelerate the commercial deployment of industrial mobile autonomy technologies, improving the efficiency, reliability, and safety of industrial vehicle fleets,” he said.
The timeline reflects realistic expectations. Autonomous vehicle technology in industrial settings requires extensive real-world testing, regulatory approval, and careful integration with existing systems. The 2027 target allows for multiple phases of development and refinement, which matters for public confidence in the safety of these deployments.
The Dubai RDI Ecosystem operates under directives from Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum and supports both government and private sector organizations in developing advanced technologies. That framework positions SHIFFT within a broader civic effort to establish Dubai as a center for emerging technology, with the expectation that benefits flow outward to the logistics networks and communities the emirate serves.
Whether the model developed at Dubai’s ports and airports can be adapted for other regional and global hubs remains the open question, and the answer will depend on what the first commercial deployments actually reveal about safety and operational integration in the real world.
