The Dubai Land Department (DLD) and the University of Dubai have formalised a partnership designed to build a structured pipeline of qualified professionals for one of the emirate’s most strategically important sectors. Acting through its Dubai Business School, the university and the regulator are developing an integrated educational and professional framework intended to align academic training with the regulatory and market realities of the industry.
At the centre of the initiative sits the Bachelor of Business Administration (BBA) in Real Estate Management, a first-of-its-kind programme that pairs the University of Dubai’s academic expertise with the practical and regulatory experience held by the Dubai Land Department. The programme is built to give students both the academic grounding and the applied skills needed to respond to the changing demands of Dubai’s real estate market.

The curriculum combines a foundation in business administration with specialised coverage across the real estate value chain. Students will encounter real estate finance and investment, valuation and appraisal, real estate law and regulation, urban planning and sustainable development, property and facilities management, real estate marketing and sales, and digital transformation and PropTech. Particular weight is placed on linking classroom learning to market practice through applied projects, field-based learning, industry engagement and exposure to emerging technologies.
The collaboration extends beyond the degree itself. DLD and the university plan an integrated portfolio of educational and professional pathways, including a Real Estate Diploma, professional certificates, micro-credentials, executive education and specialised development programmes in areas such as brokerage, valuation, property and facilities management, customer experience and PropTech. Pathways for recognising prior learning and professional experience will allow progression across academic and professional levels, creating a continuum that runs from entry-level education to executive leadership and strengthening the links between higher education, government, regulation and industry.
The initiative is framed against Dubai’s wider policy architecture. It supports the Dubai Economic Agenda D33, which aims to consolidate Dubai’s position among the world’s leading economic cities by accelerating innovation, attracting global talent and investment, and strengthening high-growth sectors. It also advances the Dubai Real Estate Sector Strategy 2033, which seeks to expand the scale, competitiveness and economic contribution of the sector with a focus on innovation, technology, sustainability, investment and talent development. At the national level, the partnership aligns with the ‘We the UAE 2031’ vision, particularly its emphasis on human capital, knowledge and competitiveness, and the development of a future-ready economy driven by skills and innovation.
Both institutions have set out their rationale in official statements. The University of Dubai affirmed that Dubai’s ambitions extend beyond expanding its own real estate sector to shaping the future of the global industry, a goal it said requires professionals with an integrated understanding of business, investment, technology, sustainability, regulation and customer experience. The university noted that the collaboration strengthens the connection between academic knowledge and practical experience in one of the world’s most dynamic real estate markets. The Dubai Land Department, for its part, stated that developing human capital is a key pillar in sustaining the growth of the sector and enhancing its competitiveness, and that through the partnership it is expanding educational and professional pathways aligned with current and future market requirements. The collaboration forms part of DLD’s broader effort to build an integrated real estate framework combining market efficiency, innovation and sustained capacity building.
As the sector continues to expand, digitalise and diversify, the two institutions describe the initiative as a strategic investment in education and in the talent that will drive the sector’s next phase of growth. The stated aim is to develop a new generation of real estate professionals, innovators, entrepreneurs and leaders equipped to contribute to the ambitions of the Dubai Economic Agenda D33, the Dubai Real Estate Sector Strategy 2033 and the ‘We the UAE 2031’ vision. Whether the new pathways can keep pace with the market’s demand for regulated, qualified professionals will be a measure of the partnership’s success.
