Dubai Holding's Nakheel launches Bay Estate at Dubai Islands
New gated waterfront community advances the emirate's long-range urban framework
Dubai Holding Real Estate has moved to expand one of the emirate’s most ambitious urban undertakings, with Nakheel, a member of the group, unveiling Bay Estate, a new gated waterfront community at Dubai Islands. The launch, comprising approximately 360 three- and four-bedroom homes together with a selection of beachfront and waterfront plots, sits within a wider masterplan explicitly aligned with the Dubai 2040 Urban Master Plan, the city’s long-range framework for residential, tourism and investment growth.
That alignment frames the project as more than a private development. Dubai Islands, which extends Dubai’s historic Deira coastline into a new waterfront destination, is a five-island masterplan spanning 18.6 square kilometres and planned to accommodate more than 230,000 residents across approximately 62,000 homes, alongside more than 11,000 hotel keys and more than 4,000 branded residences. The destination will add approximately 57 kilometres of coastline to the city, including 21 kilometres of beachfront.
Khalid Al Malik, Chief Executive Officer of Dubai Holding Real Estate, positioned the launch within that institutional agenda. “Dubai Islands represents one of the most significant opportunities to shape the future of waterfront living in Dubai,” he said. “Through destinations such as Bay Estate, we are responding to the strong interest we are seeing today in distinctive coastal communities that combine privacy, connectivity and long-term value, while contributing to Dubai’s continued growth as a global destination for living, investment and tourism.”
At the level of the estate itself, Bay Estate is planned to house more than 12,000 residents at full completion. Its wider masterplan spans 653,709 square metres, with 2.4 kilometres of beachfront and 6.5 kilometres of waterfront. Gated access and controlled entry points establish a secure residential enclave, supported by a beach club, clubhouse, marina facilities, retail and wellness spaces, sports courts, children’s play areas and landscaped pedestrian routes.
The residential offering is organised into three distinct collections, each shaped by its relationship with water and landscape. Cala centres on secluded lagoon living; Verda is defined by lush green spaces and family-oriented residences; and Agora offers a more social, connected neighbourhood experience. The homes themselves include garden villas, attached villas and townhouses, arranged within a human-scale plan that prioritises open space, walkability and access to water, with swimmable lagoons, beach access and pedestrian-first green spaces within a single secure setting.
Connectivity, meanwhile, forms part of the planning case for the destination. Dubai Islands is linked to the mainland by three bridges with direct access to the Al Shindagha Corridor. Dubai International Airport lies within 10 kilometres and Downtown Dubai within 15 kilometres, connecting Bay Estate to the wider city while, according to the developer, preserving its coastal character.
The integrated masterplan for the wider destination also includes two 18-hole championship golf courses, eight marinas linked by promenades and water-transport connections, coastal parks, cycling routes and walkable neighbourhoods, elements intended to support the destination’s contribution to Dubai’s residential, tourism and investment landscape as set out under the 2040 plan.
